This commentary argues that the EU's negotiations with Russia over visa-free travel need to take a new direction. This is in connection with the Boston Marathon bombing and the problems within the Northern Caucasus. He suggests that, although a visa liberalization regime is unlikely to be achieved, something close to a visa free system could be created. This would involve a multi-year, multi-entry visa and the author thinks its realization would be a real achievement for EU-Russian relations.
