This report provides background information on key elements of the FBI terrorism investigative process, based on publicly available information. It discusses: the tools and capabilities given to the FBI through post-9/11 legislation, intelligence reform within the organization, and its use of preventative policing techniques. The report also provides some considerations for US Congress in terms of its oversight role of the FBI.
