This brief talks about the potential effectiveness of an anti-fraud strategy for Afghanistan's 2014 elections. It suggests that its effectiveness will depend on the neutrality of the Independent Election Commission (IEC), the political will of the Afghan government, effective electoral observation, and engagement of parties and civil society in the democratic process.
