This policy brief identifies the US, Russia and Turkey as the three key states which can have a major effect on the outcome of the Syrian Civil War. The author examines the domestic and foreign policy interests of each actor, and considers the relationships between them. It argues that without concerted cooperation, external intervention in Syria's internal conflict is unlikely.
