This commentary explores the effect Russia's actions surrounding the Boston bombing in 2013 have had on US-Russian relations. In particular, it discusses the cooperation, or lack thereof, between US and Russian intelligence circles. The author argues that the US has a right to insist that the first steps toward improved relations should be genuine cooperation from the Russian side in helping strengthen US domestic security.
