This paper examines US defense strategy for the next ten years, with a particular focus on the effects of austerity. A core conclusion it draws is that there is a growing mismatch between US procurement systems, forces and capabilities; and the challenges, threats, and opportunities the country faces. It argues that the US should move away from efforts to sustain primacy and focus instead on targeted influence that prioritizes asymmetric strategies and capabilities with a broader applicability.
