This commentary examines the seemingly intractable Nagorny-Karabakh conflict. As both Armenia and Azerbaijan have strengthened their state institutions, the ability of international actors to achieve a resolution to this conflict has declined. The Minsk process, headed by the US, Russia and France, has tried to manage the conflict, but this effort is not enough. Indeed, concerted international attention to solve the crisis might only come if the Minsk process actually breaks down, or so the commentary concludes.
