This study examines the concept of crisis management at the EU level. It begins by offering an overview of the development of this concept, from the adoption of the European Security Strategy, through to the adoption of the Lisbon Treaty. The author then looks at the architecture created in the post-Lisbon phase, and in particular at the organization of the European External Action Services. The implementation of the crisis management concept is then tested through two main case studies: the EU's engagement in the Sahel region and in the Horn of Africa.
