This bulletin looks at what Japan's Prime Minister Shinzo Abe must achieve in order to ensure his legitimacy. The author argues that, to achieve legitimacy, Abe will need to focus on economic recovery ahead of his own political goals which include constitutional reform. Indeed this may be the last change to save the Japanese economy.
