This report focuses on the terrorist networks of Noordin Mohammed Top. It examines how Noordin has used personal networks, based around an inner circle of Jemaah Islamiyah (JI) members but gradually expanding beyond them, to build a following committed to al-Qaida style attacks. It does so by analyzing the networks which carried out the bombings of the Marriott Hotel, the Australian Embassy, and in Bali in 2005. The authors explain that the raid in April 2006 by the Indonesian police signified a huge blow for Noordin's network. However, even if Noordin is arrested, the networks he drew on will be a potential source of recruits for future operations.
