This report clarifies the differences between the two National Security Agency (NSA) collection programs and identifies potential issues that may help Members of Congress assess legislative proposals pertaining to NSA surveillance authorities. The author explains that one program collects phone records in bulk while the other collects electronic communication, including content, of overseas targets who use American networks.
