This report presents background and analysis on the development of Trade Promotion Authority (TPA), which granted the US President permission to enter into certain trade agreements and which expired in 2007. The report includes a summary of the major provisions under the TPA and a discussion of the issues that have arisen in the debate over TPA renewal. The authors argue that although there appears to be support for renewal in Congress, the details of the legislation are likely to be subject to considerable debate.
