This report outlines the problems of investigating and prosecuting peacekeepers who sexually exploit and abuse civilians during UN missions. It specifically discusses UN efforts to 1) close legislative gaps that exist in relation to this type of behavior, and 2) discourage new abuses by strengthening codes of conduct and accountability. That's all well and good, the report concludes, but even more accountability is necessary, as are more stringent troop acceptance procedures.
