This brief examines the proposed features and functions of the African Standby Force police roster system by looking at experiences of maintaining civilian rosters for peacekeeping operations. It proposes the relevant standards, procedures and tools of the roster data operations and sharing; analyzes the processes of the system’s creation, operationalization and management; and outlines the roles and responsibilities of the various stakeholders in the establishment and operation of the system.
