The good news, according to this brief, is that NGOs continue to combat piracy and maritime crime in Southeast Asia. The bad news is that their efforts remain too individualized and symptoms-oriented. True progress, therefore, will only occur when anti-piracy, development and political advocacy NGOs weave their activities together and also focus on the root causes of maritime crime.
