This paper looks at the role of the Americas, particularly Latin America and the Caribbean, in developing norms of behavior to regulate outer space activity and mitigate emerging security threats in this domain. It shows that while Latin American and Caribbean states—which have similar technical, legal, and political interests in outer space—are generally supportive of a future regulatory framework for space activities, they also share a number of substantive reservations unique to their legal and political traditions.
