This report, composed of a number of speech transcripts, examines the potential for increased maritime confidence building measures (MCBM) and cooperation in the South China Sea in areas such as law enforcement, surveying, and safety. More specifically it looks at existing maritime arrangements in the South China Sea, naval perspectives of confidence building measures, and the importance of trust in MBCMs.
