This brief examines the implications of a possible military response by the US to the use of chemical weapons in Syria. The authors argue that American restraint in responding to the attacks has strengthened Assad’s sense of security and encouraged him to expand his operations against the rebels and the country's civilians. At the end of the piece, the authors provide an analysis of benefits and risks of a number of different possible US responses to the attack.
