This brief examines US President Obama's response to the crisis in Syria. The author suggests that the request for military action sets a critical precedent and raises several legal issues as well as questions about the posture of the United States in the Middle East. He also says that the request shows that Obama is moving the image of his country closer to that of Western Europe, which has military power, but avoids using it even when there is justification for its use.
