There were several points during the Cold War when the United States and the Soviet Union almost stumbled into nuclear war. The incidents of 1983, which were nothing more than a confluence of errors and misperceptions, represent one such case. This report reviews the case, highlights the mistakes that were made, and stresses their potential relevance to the growing strategic competition between the United States and China in the Asia-Pacific region.
