This paper looks at the necessary conditions for successful presidential and provincial council elections in Afghanistan in 2014. Looking at the legal frameworks, the neutrality of the Independent Election Commission of Afghanistan and the electoral process in general, the author argues that success of these elections hinges on security and the independence and effectiveness of electoral institutions, wide voter participation, and a strong anti-fraud strategy. He concludes by giving a set of recommendations on how these goals can be achieved.
