This report examines the NATO-Russia trust-building approaches aimed at strengthening the relationship between the two. The authors say that while trust-building is difficult, a combination of three particular approaches - graduated reciprocation, costly signals, and reliance on inter-personal dynamics - could bring about progress when guided by the principles of mutual restraint and increased transparency.
