This brief discusses the chances for a diplomatic solution on Iran’s nuclear program during the second round of talks in Geneva between Iran and the P5+1. The author examines President Rouhani's and Khamenei’s intentions and argues that the West should operate on two levels. First, it should test Iran’s intentions. Second, it should prepare for a scenario in which it will be necessary to raise the stakes on Tehran.
