Despite the argument put forth by EU and national policy-makers that a single services market is a key to EU growth, many barriers impeding access to this market remain. This paper examines the scope, nature and reasons for these barriers, distinguishing between those existing in a non-EU WTO/GATS environment and those within the EU.
