This is a transcript of a talks given by Luisa Diogo, Mozambique's Prime Minister (2004-10) and Minister of Finance and Planning (1999-2004), at Chatham House in which looks at the social reforms and economic development of her country from 1994 to 2009 and at how the government handled its debt.
