This commentary talks about the financial assistance China gave to the Philippines following Typhoon Haiyan in November 2013 to assess whether China can be considered a responsible global stakeholder. The author suggests that China is expanding its humanitarian assistance and disaster relief missions and UN peacekeeping operations overseas, but remains reluctant and selective in undertaking its great power responsibilities.
