As this report sees it, Iran has determined that asymmetric methods, including the use of proxy forces, are insufficient to fulfill its objectives in Syria and elsewhere. That’s why it’s transforming its military into an expeditionary force that’s capable of conducting sustained quasi-conventional operations hundreds of miles from its borders, and thereby maintain a regional deterrence structure against the US and Israel. In response, the text argues, the US should impose sanctions that limit Tehran’s ability to project its military power beyond Syria.
