This commentary looks at the achievements of the 19th UN Conference of the Parties (COP 19) on climate change held in Warsaw in November 2013. In particular, it looks at issues which the author believes need to be addressed if an agreement is to be made at the Paris 2015 talks. These issues include whether the targets being discussed are adequate and how they can be reached as well as what needs to be done to ensure that the commitments and promises made in the talks do not benefit some countries more than others.
