This paper addresses the issue of asymmetrical carbon policies and how they affect industry competitiveness in EU countries. The authors first explain how asymmetrical carbon policies can lead to carbon leakage and then outline the difference between carbon price and carbon cost to leakage exposed industries. In concluding, they emphasize the need for a debate in the EU on measures to address carbon leakage.
