This brief discusses three issues that will be discussed during the United Nations Contingent-Owned Equipment System (COE) Working Group meeting in January 2014 which could have wider implications for UN peacekeeping policy and budget: environmental compliance, equipment rotation, and change in mission factors. According to the author, the meeting provides a valuable opportunity for member states to find common ground on these issues, however some procedural problems are highlighted as potentially complicating the negotiations during the meeting.
