This commentary discusses the decision by the EU's High Representative for Foreign Affairs and Security Policy to end the mandate of a number of European Union Special Representatives (EUSRs) and a proposal to integrate these posts within the European External Action Service. The author argues that these developments underline the urgency for a more comprehensive and strategic discussion between the High Representative and the member states on the future role of EUSRs in the EU's expanding foreign policy tool box.
