This article focuses on how formal rules and arbitrary power coexist in China. The authors specifically look at 1) the corruption scandals that rocked China in 2013 and the efforts of the government to address these; 2) the debate within China about the role of Xi Jinping in Chinese politics; and 3) the influence of the so called 'princelings' in Chinese politics.
