This paper focuses on 1) the universalism animating the International Criminal Court (ICC), 2) why it has thus far focused almost exclusively on Africa, and 3) how the focus has negatively affected African perceptions of international criminal justice. The result of all this, the paper concludes, is a rising perception problem that threatens to undermine the credibility of the Court.
