This is a transcript of a speech by Daniel Runde, who is the Director of the Project on Prosperity and Development at CSIS, in which he talks about development related to governance and economic growth. He argues that as developing countries continue to democratize and improve their governance, foreign aid donors should shift their focus from meeting basic needs to broader institutional development.
