This report examines the Afghan Local Police (ALP) and its impact on the country's political and security dynamics, particularly within the context of ongoing counterinsurgency and stabilization operations and the planned departure of international troops from Afghanistan in 2014. The report then worries that after 2014 an oversized and unevenly trained ALP may well fragment into myriad competing militia groups. Finally, it provides a set of recommendations on how to minimize this potential problem.
