This paper examines previous post-conflict transitions in Iraq, Lebanon, and Yemen in order to learn lessons that could be applied to a future peaceful transition in Syria. As a consequence of this detective work, three lessons immediately come to mind. First, you should focus on establishing security and stability before pursuing reform, reconstruction or rehabilitation programs. Second, when you begin the reconstruction process, make sure you start ‘small and local'. Finally, make sure you structure your reconstruction efforts so that they support state institutions and help bridge political, social, and religious divides.
