This paper discusses the challenges of minimizing the amount of orbital debris in space. According to the authors, orbital debris is increasingly threatening US governmental and commercial security interests in space and should therefore be mitigated or removed. They then outline some of the budgetary and legal constraints to these efforts, and conclude with some recommendations for US Congress.
