This report assesses the first four years of the Eastern Partnership Civil Society Forum, which supports the development of civil society organizations in the EU as well as Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The author argues that the Forum's greatest accomplishment is the development of an impressive institutional architecture and the fostering of extensive socialization among its members. However, he says that the external policy successes of the Forum remain modest. He also provides a number of recommendations for the Forum so that it can enhance its operations.
