This report examines the international threat of nuclear terrorism and Australia's leadership role in nuclear security practices. The authors argue that if Australia fails to sustain this leadership role, it will become increasingly difficult to justify its permanent seat on the International Atomic Energy Agency (IAEA) Board of Governors. They conclude that to remain in the forefront of nuclear counterterrorism, Australia should not divert its attention away from the threat of nuclear terrorism to focus on cyber-attacks and espionage; rather, it must find ways to address all vital security threats.
