This paper examines South Africa’s potential as a development partner. It first explores the country’s role in the regional context. Drawing from previous research, the authors then look at specific aspects of capacity building, risk mitigation and oversight in South Africa's post-conflict engagement in order to situate them in the broader aid effectiveness debate. Finally, the authors assess the establishment of the South African Development Partnership Agency (SADPA) and make recommendations for South Africa.
