This report assesses the progress made by states and international organizations in putting the Montreux Document - launched to ensure that private military and security companies (PMSCs) operating in armed conflicts comply with international humanitarian and human rights law - into practice. The authors provide an overview of states’ experiences, discern major challenges in implementation, and identify ways to build on existing good practices in the future. They also propose concrete ways that the Montreux Document can assist in implementing PMSC regulation at the national level.
