This report focuses on Yemen's National Dialogue Conference (NDC), which was designed to facilitate the country's post-Arab Spring political transformation. Although it did facilitate inclusive negotiations on the structural and social aspects of future governance, the NDC did ultimately 'stub its toes' over the future status of southern Yemen, the actual structure of the Yemeni state, and unemployment and security issues. Despite these problems, the report concludes that the lessons learned from the NDC process can indeed help facilitate political transitions in other countries.
