This is a transcript of a discussion on the most significant domestic problems facing Iraq. The first discussant argues that since 2010, close to no progress has been made on legal and regulatory reform or the delivery of services. The reasons for these problems, at least in his mind, are a flawed constitution and an elitist government. The second discussant focuses his attention on the problems being created by sectarianism in the country.
