This report 1) explores the illicit trade in migrants, weapons, drugs and goods that now exists in Libya, 2) details the relationships that exist between the armed groups who control these activities and local communities, and 3) concludes that heightened border controls will do little to blunt the country's black economy. What's actually needed is a broader approach that engages marginalized groups in Libya's political processes.
