This paper examines the agreement on the Multiannual Financial Framework (MFF) 2014-2020 of the European Parliament, the Council and the Commission. It presents the main figures of the agreement and its principal elements, in addition to answering the question: who are the winners and losers of the negotiation process? The authors conclude that even though the MFF 2014-2020 agreement cannot be considered revolutionary, it nevertheless indicates a paradigm shift from a redistributive to a more results-oriented EU budget.
