This commentary argues that Russia's activities in Crimea in early 2014 demonstrate how little concern President Putin has for upholding his country's international commitments. Russia's moves in Crimea, says the author, breach several articles of the UN Charter and Russia's obligations regarding the territorial sovereignty of Ukraine, which it agreed to in the 1994 Budapest Memorandum. He then says these breaches question whether other countries can trust Russia to keep any commitments it makes in the future.
