This paper investigates whether and how the EU promotes security and stability beyond its borders through its neighborhood policy (ENP). To do this, the author first proposes a theoretical framework for understanding the ENP as an instrument for building a security community. She then compares the how ENP functions in two partner countries in the South (Morocco and Tunisia) and two in the East (Ukraine and Moldova).
