This paper explores processes related to the externalization of EU rules and norms in the European Neighbourhood Policy (ENP) framework in relation to Ukraine. It focuses less on the EU side of this general process as most studies to date have done, and more on the dynamics of adaptation on the ground in Ukraine, revealing that there are various kinds of locally conditioned dynamics and degrees of adaptation and standardization in different policy fields.
