This paper talks about the risk of carbon leakage from the EU Emissions Trading Scheme and ways to mitigate it. More specifically, the authors identify the factors that determine the risk of carbon leakage; looks at how to see if a sector could be in danger of carbon leakage; and then reviews the different risk mitigation options. They conclude that while there has been limited carbon leakage until now, this may change in the future and that the EU and others must address this for the post-2020 period.
