This paper provides recommendations for the West and Ukraine in the wake of Russia’s intervention in Crimea in early 2014. More specifically, it suggests 1) the West should help ensure a free and fair Ukrainian presidential election in May; 2) that an independent anti-corruption authority should be created; 3) that the new government should prioritize reform; 4) that external financial and technical support be contingent on IMF conditions; 5) that the EU go beyond using soft power and employ economic pressure; and 6) that NATO should provide direct security assurances and assistance regarding defense planning and intelligence sharing.
